All HRAs are setup differently by every Employer.  Generally, the HRA will only cover items related to your in-network medical deductible, but all HRA plans vary by what is eligible under an HRA, reimbursement amount and reimbursement formula.

For a typical HRA Account, the Benefits Card will work at doctor's offices, hospitals and pharmacies for prescriptions only.
